Congrès Mondial de CGLU 2016
Le Congrès de Cités et Gouvernements locaux unies, communément appelée "Sommet des dirigeants locaux et régionaux", est l’instance suprême de l’organisation mondiale.
Organisé tous les trois ans, le Sommet mondial des Dirigeants Locaux et Régionaux a acquis, au cours de ses dernières éditions, une solide notoriété enviable au sein de toute la communauté internationale.
Cet événement de haut calibre demeure le rendez-vous par excellence ainsi que la référence de tous les leaders et décisionnaires locaux et régionaux.
Il rassemble plus de 3000 représentants des villes, métropoles et régions, de la société civile, du monde des affaires et du milieu académique venus du monde entier échanger avec leurs collègues internationaux.
Le Sommet est également l’endroit où tous les membres de CGLU exercent leurs droits, influencent l’agenda global du développement et orientent le plan de travail de CGLU pour les trois prochaines années.
Le troisième Sommet Mondial des Dirigeants Locaux et Régionaux se déroulera du 12 au 15 octobre 2016 et sera accueilli par la ville de Bogotá, la capitale de Colombie.

UCLG WORLD CONGRESS 2016
The United Cities and Local Governments Congress, otherwise known as the “Summit of Local and Regional Leaders”, is the highest governing body of the World Organization.
Held every three years, the World Summit of Local and Regional Leaders has acquired, during the course of previous editions, a strong and enviable reputation within the international community. This high‑calibre event remains referential and one of
the most anticipated meetings for local and regional leaders and decision makers.
It brings together over 3,000 representatives of towns, cities, metropolises and regions, civil society, the business world and academia from around the world to interact with their colleagues from across the globe.
The Summit is also the occasion where all members of UCLG are able to exercise their rights, influence the global development agenda and guide the UCLG work plan for the next three years.
The Third World Summit of Local and Regional Leaders will take place from 12 to 15 October 2016 and will be hosted by the city of Bogotá, Colombia’s capital.

La Cumbre de Líderes Locales y Regionales se organiza cada tres años, y a lo largo de las últimas ediciones ha ido adquiriendo una notoriedad envidiable en el seno de la comunidad internacional.
Este acontecimiento excepcional sigue siendo el punto de encuentro por excelencia y la referencia para todos los líderes y responsables locales y regionales.
Reúne a más de 3000 representantes de ciudades, metrópolis y regiones de la sociedad civil y del mundo empresarial y académico procedentes de todo el mundo para interactuar con sus homólogos internacionales.
Asimismo, la Cumbre es el lugar en el que todos los miembros de CGLU ejercen sus derechos, influyen en la agenda global de desarrollo y orientan el plan de trabajo de la organización para los próximos tres años.

La publication d'Uraía sur les PPP SMART est déjà disponible
Uraía lance sa première publication: Partenariats Public-Privés pour la gestion SMART des villes. Recommandations collectivités locales pour préparer et implémenter des PPP SMART. La commission a collaboré dans l´élaboration de la publication.
La publication « Partenariats public-privés pour une gestion SMART des villes. Recommandations aux collectivités locales pour préparer et mettre en oeuvre des PPP SMART. » est à présent disponible.
Ce document est le résultat des discussions du premier atelier de renforcement des capacités de la Plateforme Uraía qui s’est tenu à Oslo (Norvège) en juin dernier. Il s’agit d’un document de travail préparé en collaboration avec les participants ayant assisté à l’atelier, notamment des représentants de gouvernements locaux, de réseaux de villes, d’entreprises, de la société civile, d’organisations internationales et d’instituts de recherche provenant d’Europe, Amérique Latine, Asie et Afrique. Il rassemble des recommandations générales sur la coopération entre villes et entreprises pour des projets SMART tout en se basant sur les expériences concrètes des participants.
Après une introduction au contexte d’Uraía et l’atelier d’Oslo, le document explore les caractéristiques principales des PPP SMART et leur différence avec les PPP plus conventionnels. A continuation, les Recommandations abordent en détail les trois phases de l’implémentation de projet :
Phase 1 – les conditions institutionnelles
Phase 2 – la négociation du contrat
Phase 3 – L’implémentation et gestion du projet.
Des études de cas viennent compléter le document, parmi lesquelles celles de la ville de Porto Alegre (Brésil), Johannesburg (Afrique du Sud), Agra (Inde), Sousse (Tunisie) et Valence (Espagne), abordent les leçons apprises. De plus, des entretiens avec des experts et des représentants de gouvernements locaux donnent des éléments d’analyse supplémentaires au lecteur.
Les Recommandations ont été présentées lors du 2ème séminaire sur la modernisation de la gestion municipale, organisé par CGLU les 1 et 2 octobre 2015 à São Paulo, Brésil.
L’équipe d’Uraía tient à remercier les participants de l’atelier et toutes les personnes ayant contribué à l’élaboration de ce document pour leur précieux soutien. Uraía is releasing its first publication: 'Public-Private Partnerships for SMART City Management. Recommendations for local governments to prepare and implement SMART PPPs'. The Committee has collaborated in the elaboration of the publication.
The publication 'Public-Private Partnerships for SMART City Management. Recommendations for local governments to prepare and implement SMART PPPs' is now available for download.
The document is the result of the discussions held during Uraía’s first capacity-building Workshop which took place in Oslo (Norway) last June. The working paper elaborated in collaboration with the participants who attended the workshop - including representatives of local governments, city networks, service and technology providers, civil society, international organizations and research institutes from Europe, Latin America, Asia and Africa - gathers general recommendations on city-business cooperation in the field of SMART projects and is based on the participants’ experiences.
After introducing the context of Uraía and the Oslo Workshop, the document explores the main characteristics of SMART PPPs as compared to more conventional PPPs. In the following, the Recommendations are divided into three sections, following the logic of the project implementation:
Phase 1 – institutional prerequisites
Phase 2 – Partnership negotiation
Phase 3 – Project implementation and management
A series of case studies give concrete examples of SMART PPPs implemented by the municipalities of Porto Alegre (Brazil), Johannesburg (South Africa), Agra (India), Sousse (Tunisia) and Valencia (Spain), drawing on their experiences and lessons learned. Additionally, interviews with experts and local government representatives give valuable insights to all relevant project phases of SMART PPPs.
The Recommendations were presented at the UCLG’s 2nd Seminar on Modernizing Municipal Management taking place on October 1–2 in São Paulo, Brazil.
The Uraía team would like to thank the contributors and the workshop participants for their valuable inputs to this document, and sincerely hopes that it will constitute a reference work for local and regional governments in the field of SMART Public-Private Partnerships.

La Plataforma Uraía acaba de lanzar su primera publicación sobre los Partenariados Público-privados para la gestión SMART de la Ciudad. Recomendaciones para gobiernos locales para preparar e implementar PPPs SMART'. La Comisión ha sido uno de los colaboradores en la elaboración de la Publicación.
La Plataforma Uraía acaba de lanzar su primera publicación sobre los ‘Partenariados Público-privados para la gestión SMART de la Ciudad. Recomendaciones para gobiernos locales para preparar e implementar PPPs SMART’.
El documento resulta de las discusiones durante el primer taller de fomento de capacidades de Uraía que tuvo lugar en Oslo (Noruega) en Junio de este año. El documento fue elaborado en colaboración con los participantes del taller, incluyendo representantes de gobiernos locales, redes de ciudad, proveedores de servicios del sector privado, representantes de organizaciones de la sociedad civil y de organizaciones internacionales, así como institutos de investigación de Europa, Asia, América Latina y África. El documento reúne una serie de recomendaciones generales sobre colaboraciones público-privadas en el ámbito de los proyectos SMART basadas en las experiencias de los participantes.
Después de introducir Uraía y el taller de Oslo, el documento explora las principales características de los PPP SMART en comparación con los PPP más convencionales. A continuación, se dividen las Recomendaciones en tres secciones, siguiendo la lógica de la gestión de proyectos:
Fase 1 – prerrequisitos institucionales
Fase 2 – negociación de contratos y colaboraciones
Fase 3 – Implementación y gestión del proyecto
Algunos estudios de casos de PPP SMART implementados por las municipalidades de Porto Alegre (Brasil), Johannesburgo (África del Sur), Sousse (Túnez) y Valencia (España), completan las recomendaciones y ponen de relieve las lecciones aprendidas. Además, una serie de entrevistas con expertos y representantes de gobiernos locales permiten una visión más detallada de las diferentes fases de proyecto.
Las Recomendaciones fueron presentadas a la ocasión del 2° taller de CGLU sobre la modernización municipal en São Paulo, Brasil, el 1° y 2 de octubre de 2015.

On December 4, Anne Hidalgo, Mayor of the City of Paris and Michael R. Bloomberg, the UN Secretary-General’s Special Envoy for Cities and Climate Change – in partnership with the global networks of cities and local governments for climate action – will co-host the Climate Summit for Local Leaders, a global meeting of over a thousand mayors on climate change.
The Climate Summit for Local Leaders is being held in the framework of the 21st United Nations Conference on Climate Change (COP21), being celebrated in Paris from 30 November to 11 December 2015. COP21 aims to achieve a legally binding and universal agreement on climate change, with the goal of keeping global warming below 2°C. The conference is expected to attract close to 50,000 participants including 25,000 official delegates representing national and subnational governments, intergovernmental organizations, UN agencies, NGOs and civil society.
The Climate Summit for Local Leaders will highlight and build on the efforts of the Compact of Mayors, a global coalition of cities pledging to reduce local greenhouse gas emissions, enhance resilience to climate change, and track their progress transparently. It will showcase major climate initiatives supported by local and subnational governments and increase the visibility of our constituency at COP21.
The meetings of the UCLG World Council and Executive Bureau will also be held in Paris during COP 21.
