{"id":7364,"date":"2019-01-01T12:13:00","date_gmt":"2019-01-01T12:13:00","guid":{"rendered":"http:\/\/www.uclg-digitalcities.org\/?page_id=7364"},"modified":"2023-12-28T12:17:45","modified_gmt":"2023-12-28T12:17:45","slug":"2019-edition","status":"publish","type":"page","link":"https:\/\/uclg-digitalcities.org\/en\/smart-cities-study\/2019-edition\/","title":{"rendered":"2019 Edition"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><p>[vc_row full_width=&#8221;&#8221; parallax_image=&#8221;&#8221; css=&#8221;.vc_custom_1434975384664{padding: 30px !important;background-color: #ffffff !important;}&#8221;][vc_column width=&#8221;1\/1&#8243;][vc_single_image alignment=&#8221;center&#8221; image=&#8221;8025&#8243; border_color=&#8221;grey&#8221; img_link_large=&#8221;&#8221; img_link_target=&#8221;_self&#8221; img_size=&#8221;full&#8221;][vc_column_text]The third edition of the <strong>Smart Cities Study 2019<\/strong> prepared by the UCLG \u201c<strong>Community of Practice Digital Cities<\/strong>\u201d, focuses on the situation and trends in the area of \u201cSmart Governance\u201d.<\/p>\n<p>For this, success stories have been identified and the main keys on smart governance and its main areas of action, <strong>open government and advanced strategic <\/strong>management in cities have been analysed as factors in the transformation of smart cities.<\/p>\n<p><strong>24 cities participated in the study<\/strong>, mostly members of the UCLG Community of Practice Digital Cities. In order to understand the cities\u2019 current situation, a questionnaire was created asking about the key areas that characterize Smart Cities and an information collection form was designed.<\/p>\n<p>The main conclusions of this work point to the need to deepen a Smart Governance by cities, both in the field of <strong>open government<\/strong>, and in advanced strategic management, where there is still ample room for improvement:<\/p>\n<p><span style=\"color: #ffcc00;\"><strong>Open government:<\/strong><\/span><\/p>\n<ul>\n<li>It is necessary to go from having a Transparency Portal to accountability, both on the achievements and also on the failures.<\/li>\n<li>To go from asking the opinion about something defined, to create a design with the citizens \u201cfrom scratch.\u201d<\/li>\n<li>To incorporate in greater extent all non-organized citizens into the participation processes, approaching the spaces where the citizens are located.<\/li>\n<li>Deepen collaboration with other stakeholders.<\/li>\n<\/ul>\n<p><span style=\"color: #ffcc00;\"><strong>Advanced Strategic Management:<\/strong><\/span><\/p>\n<ul>\n<li>Strengthen strategic planning processes.<\/li>\n<li>More and better assessments, giving more weight to the concept of \u201cimpact assessment\u201d and developing \u201cmore participatory\u201d assessments.<\/li>\n<li>Give higher priority to Foresight Studies and Advanced Analytics. These are still emerging tools in most cities, but they are key for the development of a clear vision for the future and for efficient management of public resources that generate social value.<\/li>\n<\/ul>\n<p><strong>Main challenges highlighted by the cities participating in the study:<\/strong>[\/vc_column_text][vc_column_text]<\/p>\n<ul>\n<li>Only<strong> 1 in 2 cities<\/strong> participating in the study has an <strong>Open Government Plan<\/strong><\/li>\n<li>According to the cities participating in the study, the highest priority for developing Open Government is <strong>political commitment<\/strong>, followed by public awareness<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_accordion collapsible=&#8221;yes&#8221; disable_keyboard=&#8221;&#8221; active_tab=&#8221;false&#8221;][vc_accordion_tab title=&#8221;Citizen participation&#8221; tab_id=&#8221;b5313517-7e3d-1&#8243;][vc_column_text]Main challenges highlighted by the cities participating in the study:<\/p>\n<ul>\n<li><strong>70%<\/strong>: Promoting a culture of participation<\/li>\n<li><strong>65%<\/strong>: Improve dissemination of the processes, spaces and channels of participation to that they are more popular amongst the citizenship<\/li>\n<li><strong>45%<\/strong>: Design and customization of processes of participation\/customization to the target audience (seniors, youth,&#8230;)<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_accordion_tab][vc_accordion_tab title=&#8221;Transparency and Accountability&#8221; tab_id=&#8221;a1d47533-e958-2&#8243;][vc_column_text]<\/p>\n<ul>\n<li><strong>86%<\/strong> of cities in this study have a Transparency Portal<\/li>\n<li>Only <strong>29%<\/strong> prepare studies on citizen perception of the degree of transparency of its management<\/li>\n<li><strong>60%<\/strong> of the cities participating in the study have a Mandate Plan<\/li>\n<li>The most commonly used tool for accountability is the permanent <strong>website<\/strong>, with face-to-face activities still being an incipient activity<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_accordion_tab][vc_accordion_tab title=&#8221;Collaboration&#8221; tab_id=&#8221;23288e11-8c26-3&#8243;][vc_column_text]Main challenges of public-private collaboration according to the participating cities:<\/p>\n<ul>\n<li><strong>81%<\/strong> of cities highlight the administrative agility for project development<\/li>\n<li><strong>67%<\/strong> mention in-house Capabilities of the Local Administration<\/li>\n<li><strong>62%<\/strong> consider communication management and citizen perception on public-private projects<\/li>\n<li>For <strong>47%<\/strong> of participating cities the adaptation of the legal framework<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_accordion_tab][vc_accordion_tab title=&#8221;Open Data&#8221; tab_id=&#8221;c7c99cd8-c9c5-3&#8243;][vc_column_text]Main challenges:<\/p>\n<ul>\n<li><strong>80%<\/strong> consider opening culture of data in the Administration. That they are not conceived as own data but of all citizens<\/li>\n<li><strong>55%<\/strong> of cities mention promotion of a greater knowledge by the citizenship and others social agents and business about the potential of open data to generate valuable products added<\/li>\n<li><strong>50%<\/strong> mention identification of the main data of interest depending of the potential of reuse<\/li>\n<li>For <strong>45%<\/strong> format improvement and homogenization of the available data<\/li>\n<li><strong>45%<\/strong> believe that systems of obtaining and processing of data in some areas from the city, in which currently information is less should be developed<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_accordion_tab][\/vc_accordion][vc_column_text]Strategic planning is more present and developed by cities than the other key elements for local strategic management (<strong>Foresight, Advanced analysis and Assessment of public policies<\/strong>).[\/vc_column_text][vc_accordion collapsible=&#8221;yes&#8221; disable_keyboard=&#8221;&#8221; active_tab=&#8221;false&#8221;][vc_accordion_tab title=&#8221;Advanced Strategic Management&#8221; tab_id=&#8221;e0eff7aa-f414-4&#8243;][vc_column_text]<\/p>\n<ul>\n<li><strong>75%<\/strong> of cities prepare an analysis of the current situation in the city<\/li>\n<li><strong>64%<\/strong> elaborate a definition of a long-term vision and the key trends to consider<\/li>\n<li><strong>61%<\/strong> study the key trends to consider<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_accordion_tab][vc_accordion_tab title=&#8221;Assessment of public policies&#8221; tab_id=&#8221;41d42ed3-562c-1&#8243;][vc_column_text]The study concludes that the current assessment of local policies is <strong>more focused on the degree of compliance with the established objectives and the level of execution<\/strong> (actions deployed against the planned ones) with <strong>less emphasis on assessing their impact and citizen perception.<\/strong>[\/vc_column_text][\/vc_accordion_tab][vc_accordion_tab title=&#8221;Foresight. Anticipating the future&#8221; tab_id=&#8221;22a256eb-2377-2&#8243;][vc_column_text]<\/p>\n<ul>\n<li>When asked about their perception of their own level of development in the field of foresight as the key to \u201cSmart Governance,\u201d the average degree of development is <strong>4.6 over 10<\/strong>, which is insufficient.
